Dr. Christopher Noe

Dr. Christopher Noe

ADF CEO; ADF Board President & Acting CEO

Bio

Dr. Noe currently works with business, government, and nonprofit leaders and entrepreneurs to help re-define social change and create positive social systems to advance humanity. Much of his work revolves around developing strategies and sustainable platforms for nonprofit and enterprise leaders to develop unique and bold strategies for their organization to achieve mission impact.

In addition, Dr. Noe serves on several boards of directors for nonprofit organizations in Florida and as Board President & CEO of the American Disabilities Foundation since 2020. Dr. Noe completed his Ph.D. in Global Leadership at Lynn University in Boca Raton, FL, where his research explored the role of business strategy and community engagement. He obtained his B.A. in Political Science & his MBA in Public Administration. In his free time, he loves learning, speaking at conferences and lectures, and helping advocate for those who do not always have a voice around causes he finds important.

Mark Hansen

Bio

Mark Hansen is a south Florida native and has been a realtor for over 27 years. He is the Director of the Luxury Condominium Division at Coldwell Banker Realty and serves on the Board of Directors for the Beach Condo Association of Boca Raton, Highland Beach, and Delray Beach; this role enables Mark to keep his finger on the pulse of the local condominium market, while serving the community that he works in.

Service has always been of the utmost importance to Mark. He served two terms as an elected official on the Palm Beach County School Board; he also served as the President of the Board of the American Association of Caregiving Youth in 2014; and currently serves as a Director on the board of The Boating and Beach Bash for People with Disabilities and is the Vice President of the American Disabilities Foundation.

Having earned his degree in Communication from Florida Atlantic University in Boca Raton, Mark went on to receive recognition with his induction into the National Society for Collegiate Scholars at FAU, the Excellence in Education Award from Northwood University, the Martin Luther King Leadership Award from Palm Beach State College, the Nido Qubein Scholarship Award from the National Speaker Association and the Dorothy Finkelhor Award from the Florida Speakers Association. He has written three books for young adults, given over 2,000 seminars, and appeared on various radio and television programs.

While his accolades in real estate and service to the community are important, it’s Mark’s wife Jane and daughter Adriana that are his biggest inspirations. Jane shares Mark’s passion for education and has been a teacher for over two decades, while his daughter Adriana shares his passion for community service.

Roxana Scaffidi, a versatile and seasoned accounting professional offering 25 years + progressive experience across various business-centric settings. Holds an Associate Degree in Business Finance with demonstrated expertise in utilizing state-of-the-art techniques in identifying accounting deficiencies and developing innovative processes to maximize business profitability and reduce costs.

Roxana has been a part of the Bash for several years and has offered her expertise in finance to assist the American Disabilities Foundation with their financial oversite. Roxana is the Chief Executive Officer of Florida Accounting & Advisers, a boutique accounting company based in Boca Raton offering tailored accounting services and general tax preparation.

Elissa Lejeune

Bio

Elissa Sorkowitz – Lejeune is the owner of Hearing Aid Specialist BC-HIS at Royal Palm Hearing Aid Centers, where she oversees the Audiology/Hearing Aid practices in Boca Raton, serving two locations. In her 25 years in practice, she has led the business’s transformation from a vehicle for helping the hearing impaired to a catalyst for convening the power of public-private partnerships, creating an ecosystem that serves South Florida’s hearing impaired, the economically disadvantaged with hearing impairments, Veterans from all branches of the US Military and the industry.

In 2017, Elissa was nominated by the Soroptimist Club International for Entrepreneur Of The Year. She has helped in development of today at Apple sessions for connectivity for the deaf and hard of hearing patients.

Elissa is a committed member of the community. She is the past President of the Kiwanis Club of Boca Raton. Her humanitarian efforts to fit underserved women, Veterans, and children, won Royal Palm Hearing Aid Centers the Siemens/Signia Humanitarian Practice Of The Year award in 2016. Elissa serves as a Board Member for the American Disabilities Foundation, Inc., who puts on the Boating and Beach Bash For People With Disabilities in Boca Raton. In addition, she donates her time establishing hearing loop systems throughout South Florida, ensuring public spaces are ADA compliant for the hearing impaired.

Bio

Ingrid Fulmer, Senior Leasing Advisor for Coldwell Banker Commercial NRT, is a commercial real estate expert with over 30 years of experience in commercial office leasing, tenant representation, and investment sales. Ms. Fulmer has represented both landlords and tenants in over 25 million square feet of property negotiations for both local and institutional clients representing over $3.1 billion in real estate transactions.

Ingrid has consistently been ranked as a Top Real Estate Producer for Coldwell Banker Commercial NRT. She has been ranked as one of the “Top Women” in Florida Commercial Real Estate by the Florida Real Estate Journal and a “Women of Influence” by Real Estate Forum.

Ingrid is passionate about giving back to the community that has been so kind to her and serves many charitable organizations including the board of directors for the Rotary Club Downtown Boca Raton, The George Snow Scholarship Fund and PROPEL (People Reaching out to Promote Education & Leadership).

Bio

Kelly has been a friend of the Beach Bash for People with Disabilities for several years as a volunteer and photographer at the event. Kelly has recently helped host a fundraising event for the Bash to raise vital funds for this year’s upcoming event.

Beyond her time volunteering for the Bash, Kelly is active as a small business leader in Boca Raton as Senior Vice President at Boyle, Torres, and Associates as a financial advisor with Ameriprise Financial Services. Her firm offers solutions in Retirement Planning Strategies, Executive Compensation and Benefit Strategies, Estate Planning Strategies, Domestic Partner Planning, & Women’s Financial Strategies. Additionally, she helps those in need of Retirement Income Strategies and Charitable Giving. Kelly has been on the Board of the American Disabilities Foundation since 2021.

Janice Williams

Ms. Williams currently serves as partner & vice-president of the Matrix Home Care, LLC. Janice has long been an advocate for and volunteer for the Beach Bash for People with Disabilities and is passionate about the mission.

Ms. Williams is also a proud member of the Boca Rotary Downtown and has long championed the Bash at the Rotary and serves as liaison between the Rotary and the American Disabilities Foundation where under her advocacy, she has help to coordinate the volunteer and philanthropic support by the Rotary for the Bash which has helped provide food support for thousands of happy Bash event attendees.

Derlin Liu, a native of Taiwan, has cultivated a two-decade career in financial and insurance services. Raised in a blue-collar household, he forged his path with determination, graduating with a degree in Marketing from Florida Atlantic University in 1996. Derlin’s understanding of financial intricacies is underscored by his extensive professional experience and expertise.

Outside his professional realm, Derlin’s pursuits reflect a dynamic and vibrant personality. Whether he’s casting his fishing line, engaging in spirited tennis matches, or immersing himself in the tranquility of walking and biking, he discovers solace and rejuvenation in outdoor endeavors. Moreover, his culinary passions encompass both the art of cooking and the thrill of exploring new culinary delights in restaurants. Derlin Liu’s life narrative is an embodiment of resilience, an innate connection with the natural world, and an insatiable appetite for diverse experiences and flavors.

Tribute to our Founder, Jay Van Vechten

Honoring our beloved founder & fearless leader: After serving as chairman for the City’s Board for People with Disabilities from 2011 to 2014, Jay created the American Disabilities Foundation and served as its Founder, President, and CEO for 12 years. With the aid of an all-volunteer and dedicated Board of Directors and Planning Committee, Jay took over the city’s Beach Bash and transformed it from a picnic in the park for a few hundred guests, to the largest, free, funfest celebrating diversity and inclusion in the nation.

In 2020 the Boca Raton Historical society recognized Jay for his service to the Community and paid tribute to him on Boca Raton’s Walk of Recognition in Mizner Park.

Originally from Connecticut, Lowell’s family moved to Venice, Italy when she was three years old. Her father was a concert pianist and composer, a Fulbright Scholar with a master’s degree in The Art of French Interior Design from the Sorbonne.

Lowell’s mother was a musicologist and lyrical soprano. Born in Oxford, England, she studied in Paris, Munich and Vienna and returned to America in 1939 when England declared war against Germany. She studied at the Art Students League, the American Academy of Dramatic Arts and continued her voice studies at the Westminster Choir College. She was also a whimsical cartoonist and a gifted and accomplished artist whose work was exhibited at Venice’s Biennale Art Expos in the early to mid 60s and in galleries in New York and Southampton.

When the family returned to the States, Lowell continued her education at Marymount, NY and later transferred to Sacred Heart in Menlo Park, CA. She returned to New York and enrolled at Katharine Gibbs School and received a specialized degree in business administration while taking night classes in Communications and Media at Hunter College

In 1972 Lowell joined the staff of Mademoiselle Magazine and worked there for 17 ½ years. After she started at MLLE, she took elective courses in fashion history, theory, and culture at New York’s Fashion Institute of Technology and at Parson’s School of Design. Her career started as assistant to the Executive Editor. She was later promoted to the position of Shopping Editor and Merchandising Editor and later became Merchandising and Marketing Director straddling the ‘fence’ between the Editorial and the Business divisions of the magazine.

In December 1989 Lowell resigned from MLLE to open her own marketing and sales promotion consultancy and on January 1, 1990, Lowell Amey and Associates was born. She developed and presented in-store promotions, added-value programs and served as her clients’ national representative and spokesperson.
Her clients included Vogue, Self, Bazaar, New Woman, Brides’ Magazine, and Sassy, along with May Company and Federated Department Stores including Maas Brothers, Dillard’s, Macy’s, and Burdines.

In March 1991, Lowell was introduced to Jay Van Vechten on a blind date, and it was love at first sight. Not only was it a perfect, once-in-a-lifetime love connection, but as fate would have it, it was a successful business merger as well, six months later they were married on Young Island in the Grenadines. In the summer of 1993, they were blessed with the arrival of their son Nicholas and by 1995 Lowell closed ‘shop’, Jay relocated his PR firm and they moved to Boca Raton, FL.

No stranger to volunteering, Lowell started as a Candy Striper for Southampton Hospital. While attending school in Menlo Park, CA, she volunteered at Stanford University’s program for children with developmental issues. She volunteered for the Southampton Fresh Air Home (a NFP center offering year-round recreational and educational programs for children and young adults with physical disabilities); Lenox Hill Hospital fundraisers and Kips Bay Boys Club’s annual Decorator’s Show House.

After moving to Boca Raton, Lowell served on the committees for the Boca Raton Chapter of the National Society of Arts and Letters; Children’s Place at Home Safe and the Boca Pops. She and her late husband Jay Co-Chaired Unicorn Children’s Foundation’s annual ball as well as the Boca Raton Historical Society’s Gala and chose to pay tribute to the vital role that Boca Raton played during WWII.

Jay served and later chaired the City of Boca Raton’s Board for People with Disabilities. During his tenure, he persuaded the city to add more curb cuts, more disability parking spaces and to invest in mobility mats to make Boca’s Beaches accessible to people with disabilities. Each year, they hosted an annual picnic in Spanish River Park for people with disabilities who lived in group homes. After attending a couple of events, he proposed several changes and in 2009 it was re-named the Boating and Beach Bash for People with Disabilities. The invitation was extended to include people with all disabilities–both seen and unseen– along with their families and caregivers. He broadened the event’s offerings by including free boat rides on the intracoastal; a live concert; a Kids’ Fun Zone; a BBQ lunch including snacks and beverages; an Artists’ Corner and exhibitors who showcased their goods and services specifically aimed to target the needs of people with disabilities.

By 2012 the event drew such large crowds that the city asked Jay and Lowell to take it over because it outgrew their city’s ability to sponsor the event. Jay and Lowell were happy to accept the challenge and with the help of a dedicated founding committee, they raised enough money to host the 2012 Bash.

By 2014, the American Disabilities Foundation was formed to serve as the 501(C)3, not-for-profit charity specifically created to host the annual Boating and Beach Bash and to participate in additional events that serve the differently abled members in our community.

Over the years it has become a hallmark event for the city of Boca Raton and is among the Largest, FREE, fun festivals in the country that celebrates inclusion, diversity, and acceptance.
